Does TWIA require flood insurance?

In some cases, yes. TWIA says properties in designated flood zones that were built after September 1, 2009, must show proof of flood insurance from the National Flood Insurance Program (NFIP) to qualify for a TWIA policy. Properties must also be in good repair, with no unrepaired damage or hazardous conditions. Separately, FloodSmart says flood insurance is legally required for properties in high-risk flood areas that have a mortgage from a federally regulated or insured lender. To find your flood zone, look up the address on FEMA's Flood Map Service Center. A local agent or TWIA can confirm which requirements apply to a specific property.
