Do I need a permit for a driveway or culvert on rural land?

Often yes, if the driveway connects to a public road. TxDOT requires a permit to build or modify a driveway that connects to a state highway; you apply through the local TxDOT district office using Form 1058, give 24 hours' notice before work, and TxDOT must approve drainage impacts, which affects culverts. For county roads, many counties have their own access permit; Kendall County, for example, requires one for driveways onto a public county road but not private roads. Delivery trucks need a solid entrance, so sort this out early. Ask your county road department about culvert size and placement rules.
