What is the Texas Industrialized Housing and Buildings program?

It is the Texas Department of Licensing and Regulation (TDLR) program that regulates modular, factory-built homes and commercial buildings. It began January 1, 1986 under Chapter 1202 of the Texas Occupations Code. Buildings are built in modules away from the site, inspected in the factory for code compliance, given a state decal or insignia, and then installed on a permanent foundation. TDLR lists mandatory codes based on the International Building, Residential, Plumbing, Mechanical, Fuel Gas and Energy Conservation Codes plus the National Electrical Code, with department amendments. If you are buying a factory-built home in Texas, ask whether it carries a TDLR decal; that tells you which program it was built under.
