Who inspects a Texas modular (industrialized) home on site, inside or outside city limits?

It depends on where the home is installed. TDLR says that inside a city with a building department, local officials handle on-site inspections and can enforce zoning, setbacks and land-use rules. Outside city limits, on-site inspections are done by a TDLR-approved third-party inspector or a licensed architect or engineer. TDLR also says a permanent foundation is required, and a site plan showing utility locations plus approved foundation drawings must be provided before installation. A city cannot demand its own amendments to the state's mandatory codes as a condition of a permit or certificate of occupancy for a decaled industrialized building. Confirm the process with TDLR and your local office before delivery.
