Do I need a floodplain permit to put a home on my land?

If any part of the building site is in a FEMA-mapped special flood hazard area, you will very likely need a floodplain development permit from your city or county before you build or bring in fill. Communities that join the National Flood Insurance Program agree to regulate development in those areas. In Texas, Guadalupe County defines development broadly, including new buildings, grading and fill, and Tarrant County requires new homes in its floodplain to have a finished floor at least 2 feet above the base flood elevation. An elevation certificate from a licensed surveyor is often required. Look up your address on the FEMA Flood Map Service Center first.
