Do I need a permit to install a septic system in Texas?

Usually yes. Texas requires a permit to build, alter, repair, extend or operate an on-site sewage facility. The main exception is the "10-acre rule": a system serving one single-family dwelling on 10 or more acres may be exempt if a licensed site evaluator or professional engineer evaluates the site, all parts stay at least 100 feet from property lines, effluent stays on the property, it causes no nuisance or pollution, and no other dwelling is on the tract. Some counties, such as Kerr County, now require permits regardless of tract size. Older grandfathered systems and certain small emergency repairs are also treated differently. Confirm with your local permitting authority.
