What is a Customer Service Inspection when connecting a new home to public water in Texas?

TexasReviewed October 2026

It is a required check, before or at the start of service, that the home's plumbing has no cross-connections that could contaminate the public water supply. TCEQ rules require public water systems to have a Customer Service Inspection done for all new construction, for existing customers after major plumbing changes, and when a contamination hazard is suspected. It can be performed by a TCEQ-licensed Customer Service Inspector, a TSBPE-licensed Plumbing Inspector, or a licensed plumber with a Water Supply Protection Specialist endorsement. Ask your water provider how to schedule it, since service may not be finalized until it is complete.

Check your local rule. This varies by state, county or city. Your permitting office has the final word; the official lookup pages below show you who that is.
