Who handles permits for connecting a home to a septic system in Texas?

Septic systems, called on-site sewage facilities (OSSF), are permitted locally in most of Texas, by a county, city or other authorized agent, and TCEQ's regional office acts as the authority only where no local agent exists. The process requires a site evaluation by a TCEQ-licensed site evaluator or a professional engineer, and installation by a licensed installer of the right class. A homeowner may install a system for a single-family home they own and live on, if the land is not being developed for sale or lease and the local authority allows it.
