Who is allowed to do the plumbing on my home in Texas?

TexasReviewed October 2026

In general, plumbing in Texas must be done by plumbers licensed by the Texas State Board of Plumbing Examiners, working under a Responsible Master Plumber. A property owner may do plumbing on their own homestead without a license. State law also exempts some work from licensing, such as on unplatted rural tracts, on property outside a city that is not on public water, or in some small towns that allow it by ordinance, but those exemptions do not cover plumbing done as part of new construction, repair or remodeling. Cities and water providers can still require permits and inspections. Ask your local building department which rules apply at your address.

Check your local rule. This varies by state, county or city. Your permitting office has the final word; the official lookup pages below show you who that is.
