What is a Texas Statement of Ownership for a manufactured home?

In Texas, a manufactured home built to the federal HUD code does not get a traditional title; the Statement of Ownership issued by the Texas Department of Housing and Community Affairs (TDHCA) is the official record of who owns the home and any liens on it. TDHCA says all older titles became Statements of Ownership on September 1, 2003. When applying, the owner elects whether the home is personal property (the default) or real property. TDHCA's guidance says applications are due within 60 days of the sale with a $55 fee and require a physical street address. Moving the home requires a Texas Department of Motor Vehicles permit and an updated Statement showing the new location. This process applies to HUD-code manufactured homes, not to every kind of factory-built structure.
