Does an energy code apply to a small home in Texas?

Texas has a state energy code baseline for single-family homes. Health and Safety Code Section 388.003 adopts the energy efficiency chapter of the International Residential Code, using the edition as of May 1, 2015 for construction from September 1, 2016, and the State Energy Conservation Office may adopt newer editions on a set schedule. Cities must administer and enforce it. Factory-built modular homes under TDLR's program are built to mandatory codes that include the International Energy Conservation Code. The energy code covers items such as insulation, windows, air sealing and duct work. Ask your local building department or builder which edition applies to your project.
