It depends on the system type and the local program. The site evaluation must be done by a licensed site evaluator or a professional engineer; site evaluators must also hold another credential, such as an Installer II, professional engineer, professional sanitarian or certified soil scientist license. Tarrant County's application, for example, allows standard systems to be designed by the proposed installer or an unpaid homeowner, while alternative systems such as aerobic units must be designed by a registered professional sanitarian or professional engineer. On the Edwards Aquifer recharge zone, a professional engineer or sanitarian must prepare all planning materials. Check your permitting authority's design rules.
