In Texas, use TCEQ's county search for on-site sewage facility permitting authorities: pick your county and it shows the authorized agent (county, city or river authority) or the TCEQ regional office that handles permits there. Some counties split the job, for example a river authority may cover a lake zone while the county covers the rest. Outside Texas, EPA says to contact your local health or environmental department, which can provide permit records, setback rules and lists of licensed professionals. Call the office before buying land or ordering a home so you know which rules, fees and inspections apply.
