How do I know if I'm served by a co-op or can choose my electricity provider?

It depends on who owns the wires at your address. In the parts of Texas open to retail competition, a regulated wires company delivers power and you pick a retail electric provider (REP), who places the order to set your meter. Electric cooperatives and city-owned utilities can each decide whether to join that competitive market; where a co-op has not opted in, it both delivers and sells your power. The PUC's Power to Choose website shows plans only for ZIP codes open to competition; if none appear, call the local co-op or city utility.
