Does the Texas PUC regulate electric co-ops?

Only in a limited way. The Public Utility Commission of Texas says it has no authority over electric co-op retail rates or service, except wholesale transmission rates, and it stopped regulating co-op customer service in 1999. Co-op members elect a board of directors at annual meetings, and that board sets rates and policies, including line-extension charges. If you send the PUC a complaint about a co-op, the law has the PUC forward it, and the co-op must answer you and notify the PUC of its response. City-owned utilities are governed by their city council or a board it appoints. For investor-owned wires companies and retail providers, the PUC does handle complaints at 1-888-782-8477.
